The founders of any group or alliance of groups should start by think about who they need to influence, and target their recruitment at those who will most enhance their opportunities for doing so. For example, a campaign against a council should target recruitment primarily from the local constituency. If a housing association is the target, then recruiting their residents, tenants and service users would be necessary. Campaigns can succeed with a small number of active participants provided they have a wide range of skills and experience, and a broader layer of supporters.

In forming a group, campaigners need to target recruitment to gain particular skills (for example an individual who is very active on social media), and those who link to wider constituencies (for example an active trade unionists who can provide access to resources such as printing).
